摘要:

在“双碳”战略背景下,石化企业运营管理正由“物理资产”向“数字资产+物理资产”双轮驱动模式转型升级,数字化交付已成为大型炼化一体化、LNG接收站等重点项目的标准配置。当前行业对数字化交付费的内涵边界、计费基数与计费方式等尚未形成统一界定,导致在费用估算、合同谈判及结算支付环节存在较多计价争议。本研究在系统梳理石油化工行业数字化交付费内涵与费用构成基础上,对比以工程费、工程基本设计费为基数2种主流模式,论证以基本设计费为计费基数的合理性,并构建 “工程设计关联系数+特征系数+场景调整系数”的动态费率模型,可为石化行业定额修编、企业投资决策及工程公司投标报价提供技术参考。

Abstract:

Against the background of "dual carbon" goals, the operation and management of petrochemical enterprises is undergoing transformation and upgrading from "physical assets" to the dual-drive of "digital assets + physical assets”. Digital delivery has gradually become a standard configuration for large-scale projects such as integrated refining and chemical plants and LNG receiving terminals. However, there is still a lack of unified definition of the connotation scope, pricing base and pricing method of digital delivery cost, leading to frequent disputes during cost estimation, contract negotiation and payment. Based on a systematic review of the connotation and composition of digital delivery cost in the petrochemical industry, this paper compares two mainstream models taking the engineering cost and the basic design and detailed design fee as the pricing base, respectively. It demonstrates the rationality of using the basic design and detailed design fee as the pricing base, and proposes a dynamic rate model of "engineering design correlation coefficient + multi-dimensional characteristic coefficient + scenario adjustment coefficient", providing a reference for the quota revision in the petrochemical industry, the investment decision-making of enterprises, and the bidding and quotation of engineering companies.
